Those guys are going to be in serious legal trouble for a long time. Pursuit and deadly force is extremely frowned upon.
If someone is suspicious best you can do is tell them to fuck off and call the police to make a suspicious person report. If someone breaks a crime, best you can do is follow at a distance. Sad to say but you're going to need to take an ass whipping before using deadly force if you're tailing someone and even then you've got less than 50% chance of getting off with just legal bills.
