What likely happened as they panicked with the thought that the hospitals would be over run was to make the decision to sacrifice the elderly/in-firmed to protect everyone else. If you have to choose to treat some with a lot of life left and a better chance of survival this is what should be done. It's the modelling and those people that created that shit show that should be arrested. It's what they do during mass causality events. Can't waste time on someone that is likely to die or that will die in the near future anyway.
