The negativity is to scare everyone. He wants you home as long as possible, glued to your television, watching HIM. Plus, every week that goes by with New York's economy shut down is another shit-ton of poor budgeting and outright theft he can cover for, laundering his own inadequacies with the blanket excuse of "COVID" (which in his eyes will good for months and years.)

The repeating himself is because he IS slow. When you can't think of on your feet, all you can do is repeat.
