Stuff that's not documented is not done, as far as upper management is concerned, because they aren't living things in the trenches day to day anymore, and most spend their time in meetings instead of keeping an eye on things running.
Another side of the picture is that lower level workers just don't understand the big picture. For another scenario, this reminds me of the F-35 boondoggle. People don't understand how the U.S. military can pay billions on stuff like this, or more for a single jet than an entire Army's worth of rifles, and for just one less jet people could be using world-class equipment instead of Vietnman era hand-me-downs. The big picture of course, is that the most effective weapons in (past) wars were things like artillery and aircraft, with something like an estimated 70% share of enemy kills in WWII being caused by artillery. People miss a lot, often on purpose, with their rifles no matter what you buy them. So while I don't excuse all the budget and cost overruns with stuff like the F-35 program, and situations change, I think people generally look at the big picture when budgeting what to spend their money on considering this, based on the limited data they have on similar situations. So the reason why things like jets and artillery have larger budgets allocated is partially pork projects for politicians in important districts, and partially because those things win wars and kill the most people.
Long story short, if you don't have the tools you need to do your job, try to job up with a reasoned and logical explanation for why what you want is a priority over everything else, in terms of whatever is the goal of your organization. If you're part of a business, its goal is to make money, so you have to make your argument based on why it will save money, improve profits, or prevent loss.

A 18x24 sheet of plexi is $13 retail at lowes. You can tool with a standard table saw/router/sander and fit with equally cheap hardware.

I use the curbside service all the time at my favorite Chick Fil A in NE. They wear masks and gloves and carry your food in bags placed in a plastic tub, not touching your order directly.
