Key West Florida (Monroe County) is run by two TDS enraged lesbian SJW types. They are clearly against Florida's Governor Desantis and want to hurt the county. They do not want to help him. But everybody gets free paychecks (no work required, plus overtime pay for the government workers) so the county stays shut down.
