If you've ever dealt with a legit federal case, they tend not to indict until they have the perp dead to rights, unlike the local DAs and AGs looking to make a name for themselves.
This runs much deeper than you can image. It takes time. Not only do the bad actors have to all be brought to justice, but the organizations/laws that allowed them to do all these misdeeds must be changed. Supposedly the public can only see 20% of what is going on.
