Don't make the mistake believing the military is some paradigm of honor. It may be the least swampy but it's still a swamp, and that's nothing new (Read the book About Face for more). Also realize that if the entire rest of the govt is swamp city, they'll definitely make sure they hold the reins to the military, installing and elevating goons left and right to cement it.
