Governors who are dragging their feet should not be entitled to ANY federal emergency funding. Tie federal funding to how quickly a state opens and watch them move.

PA here. red yellow green is all very well, but must transition quickly.

I think PA and actually the whole country, needs to switch to a new criteria for guidelines. Based on the demographic of "high-risk" or "low-risk".

"High risk" individuals should be advised to continue following guidelines; "low risk" people no longer need to. Kind of a qualified green, and it would make everyone feel better about going green much more quickly.
