This post just made me realize that the food supply can really only work at an excess or deficit. If you theoretically made exactly the amount of food people ate on a given day, the next day there wouldn't be enough because the population is growing. And if there was a surge on need, an exact amount of "average daily food" would end up falling.
Basically, food is like a boat. You need to stay well above the waterline, or you'll get swamped.
