Since DemocRATS like to do things "by the book," and they can pass any bill without Republican help, they just make the cheating legal.
If DemocRATS are going to keep doing this, and they will, the only way Republicans can win a Californian election in which a Republican doesn't have something like over 65% of the votes on election night, is if Republicans also go ballot-harvesting after the polls close and votes are being counted.
