I myself have my opinions on it, but in the end, the argument (to not use it) I heard and resonated with me the most, is that many people with mental disabilities (which I've worked with for 7 years and my fiance still works with) have been abused severely growing up and their abusers would always call them retards. It becomes sort of a trigger word for them in this way. It's not offensive and doesn't (or shouldn't) hurt anyone's feelings but it can bring back many painful memories to those who are in fact mentally retarded.
