The real reason was money. The hospital gets paid a lot to treat COVID patients. They did not want their hospitals to lose money by keeping those patients any longer then necessary. And to be honest- there was no reason to keep them in the hospital.
What he should have done instead of claiming that the nursing homes were "privately owned" and should figure out how to obtain need PPE was to assist them. They could have established areas within the nursing homes to treat the recovering COVID patients, educate the staff, make sure there were isolation precautions and PPE supplies available and monitor that they being used properly. Or create step-down hospitals in which the recovering or recovered patients could receive care until they were no longer shedding the virus.
This way the hospitals still would have had enough beds for the very ill COVID patients and have a clear path of recovery for those who were deemed well enough to not be discharged to a lower level of nursing care.
It's amazing that they expressly prohibited Nursing Homes from testing anyone prior to admission. Here in Oregon you can't even go to the hospital now for any procedure without being tested in advance.

Right to try act won't help here. Hydroxychloroquine is an anti-viral, not a miracle drug. When you are so bad you are on a ventilator it is too late.
