Not only does the hospital where I work hand out disposable, single-ply, paper masks for all staff and guests, they forbid staff from wearing higher quality masks; even if staff buy/supply their own.
Required to wear a mask at work. I wore a N95 mask, first guy i run into says "those are supposed to be reserved for health care workers". I just looked him in the eye and said "why is that"

Doctors were on our local news last night begging people to come back for healthcare. They are now running stories about how no one is going to the doctor anymore because people are scared of getting the Wu Flu. Looks like we flattened that curve. They will be laying off more medical staff soon.

I was thinking now might be a good time to rob a bank. The robbers show up in a big mask, just like everyone else. A baseball cap, sunglasses. Now instead of looking like a bank robber coming into the bank they look exactly like everyone else.
Since China bought up and shipped out all the n95, surgical maks, gloves, etc back home there were shortages. If you tell the people that they need masks to stop/slow the spread and they realize there is a shortage there is panic. Now your government is fighting its own citizens over every box of masks to equip essential workers.
If you tell people you don't need a mask while scrambling to ramp up supplies no one panics. Then you can come out later and say whoops, our bad, you should all have been wearing a mask this whole time and are mandated to going forward. Only now your government has spent their time acquiring millions upon millions of masks and brought some factories online to churn out more.
You get the screws either way.
Because it's not all or nothing, and concentrations and exposure times factor into the r0 leading to either spread or contractions of the infected.
Not that the policies aren't stupid, just not for that reason.
