It's pretty much what it says. (not snarky). Many items that are used for ones hurricane preparedness kit are available with no sales tax. Since we in FL already have a very low income tax (ZERO, thanks tourists!), the lack of sales tax saves anywhere from 1.00 when buying small batteries to whatever might be saved on a power generator for ones home.
I'd like to add that many Florida retailers (grocery stores, mass retailers, home improvement stores) typically run BIG sales on the same items to get a piece of the extra business generated by the tax holiday. Grocery stores usually also put bottled water and non-perishable foods on sale, too.
