CORRUPTION
...which is why the prosecution has taken so long. So many players, so much corruption, so much collusion. You can not root out this level of criminal coordination overnight, it takes time, it takes manpower, and it takes ensuring your team has no spies on it.
They have talked about it being a conspiracy, so it’ll most likely be some type of conspiracy charge. I think RICO deals with money? Not sure.
