IQ testing came into fashion and the median or mean for IQ was established at 100 in part due to the huge influx of civilian males into the military during WW1.
The military wanted a logical way to categorize all the inductees. It was deemed that half that cohort fell above 100 and half fell below (not counting those exactly in the middle at 100).
Thus, the 100 baseline was applied only to White males in around 1916-1917 or thereabouts. It was not intended to apply to females. It was not intended to be applied to non whites.
So now, years later, because our country is overrun by 3rd world dullards (looking at you, Somalians), the mean is no longer 100. It is lower.
