That can’t be constitutional, although I know a lot of blue sates signed on. IIRC there’s a limiter in the legislation such that it doesn’t take effect unless a majority of the states agree to the same plan, or maybe 2/3s or something like that. It was enough states needed that it won’t be effective in the 2020 election. Either way I think it’s unconstitutional.
Another thing to consider is that in 2016 there were 7 faithless electors that cast votes for HRC even though Trump took the state. I think that practice is currently being challenged in the courts.
