The problem is that Taiwan doesn't want to be independent. They still claim all of mainland China. If Taiwan actually declared independence I bet they would have a lot of recognition.
They used to have a parliament there with seats representing districts all over Mainland China in addition to territory that they now control. Is this not still the case?
