It's even worse than that - China has a habit of making offers like this for the PR value and then back tracking. And even if they don't, $2 billion over two years, that's a drop in the ocean.

I'd suggest the UN move it's offices to Bejing as well but I'm relatively sure our intel agencies like to have these diplomatic thugs right here where we can watch them.
