Improper unmasking is unfortunately not a serious crime, but leaking to the press is. Samantha Powers will say whoops! My bad. And nothing will be done. But leaking to the press is a bad felony with up to a 10 year sentence. Obama wanted to provide cover for people to leak and increase the possible leakers from a handful to hundreds of possible leakers, essentially making it impossible to find and prosecute them. Thoughts?

100% it was for this reason. If it was important, why wait for 7 years 11 months and 17 days to implement it? It was called out at the time, but the Russian hoax was not yet in full swing.
The rank and file ran with it. Not just the top, but rank and file resistance encouraged. President first call with Australian PM leaked 8 days into his presidency. Call with Mexico leaked in same time. Remember Reality Winner? These fuckwits thought they were doing something good for the country because Obama told them to.
They set this up to cause the most chaos as possible.
Yep, I've thought the same thing all along. Get Flynn's call into as many hands as possible and you'll never find the leaker.
Sure, if he has 16 people unmask Flynn in 2 weeks, and each of them shares with their staff, then boom, 200+ people could have leaked it? Why even bother trying to see who. At this point, what difference does it make? :)
