Want to bring back the Golden Age of Western Civilization?
Make the church the center of life. Church attendance all but mandatory, the Bible the #1 text.
Divorce = illegal.
Sex outside of marriage = illegal, punishable with death.
Parents have absolute rights regarding how their children are raised, and no "muh abusive father" excuses. (Historically, fathers were WAY more "abusive" -- it was called "discipline" and was considered necessary for survival.)
Mandatory military service for all adult males. They must keep their military arms at home at all times.
Only religious schools are allowed to exist, the government having no say in the curriculum.
This sort of society is the only one that can properly restrain the natural tendencies of men and women and put them to do something actually useful and not self-destructive.
The First Amendment, as written, is perfectly fine. We had state churches in the beginning, which naturally evolved into freedom of religion for everyone. Religion was still the center of everyone's lives, but no one asked government what their opinion on the matter was.
The First Amendment, as interpreted, is horribly broken. No one has a right to be free from religion.
New Hampshire had religious requirements for office holding until 1877 and prohibited funding Catholic classrooms (while protestant ones were okay) until the 1960s.
Massachusetts required church attendance until the 1800s.

Western Europe never had a "theocracy" and monarchs had limited power, you have a comic book level understanding of history.
American states had blasphemy laws and established churches for decades
