True, except Virginia was Catholic, not protestant.

Demonstrably false. The original puritan colony of Massachusetts, for instance, was clearly a theocracy.

At what point, exactly, did Massachusetts say, "We don't care about your religion anymore." That would be the moment where they stopped having authority over the church, and thus, when there was no longer a state church.
