According to Committee rules, Graham must receive subpoena authorization approval from Ranking Member Dianne Feinstein or through a full vote from members. Once approved through one of these avenues, Graham can officially issue subpoenas to individuals he wants to testify.

Graham could put it to a vote just as easily - he’s the chair. And with Republicans controlling the senate, they will have a majority on every committee.

When you were running for President in 2016, you came to my hometown of Walterboro, SC for a campaign rally! I went to the rally because I wanted to see you in person and hear what you had to say about fixing our country. I listened and really heard your heart when you shared how you felt that America was being taken advantage of by other countries because of unfair trade deals; that other countries were not paying their fair share in NATO; that you were going to reduce burdensome regulations and taxes that were crippling our economy; that you were going to build a wall to help stop the flow of illegal aliens coming into the country; that you were going to bring back manufacturing jobs from overseas; that you were going to rebuild our military and help build wealth and prosperity for our nation by putting America first; in essence Make America Great Again! Graham did this was because he would be facing re-election two years later. He saw the handwriting on the wall if he didn’t support you because of your tremendous popularity in the Palmetto State. Now, the mainstream media touts Sen. Graham as one of your “closest” allies. I do not believe the media when they say this, neither do I believe that Sen. Graham’s support for you is sincere. If Sen. Graham is elected again, I believe he will swing back to the left and be a "thorn in your side" during your second term. I draw this conclusion based on the fact that Sen. Graham has a history and a pattern of siding with Democrats and voting and supporting initiatives that are contrary to the platform of the Republican Party. Sen. Graham has done this so often that he was censured by the Charleston, Chesterfield, Fairfield, Greenville, Lexington and Pickens County GOP’s. I believe Sen. Graham no longer represents the values and beliefs of the majority of the citizens of South Carolina and should not be re-elected in the primary on Tuesday June 9, 2020.

Moreover, Sen. Graham’s support and popularity in South Carolina has diminished considerably over the last few years. As of the date of this letter, no hearings have been held. Sen. Graham has not kept his promise to the people of South Carolina! As a result, many South Carolinians are fed up with Sen. Graham's inconsistency and will not vote for him again. Also, Sen. Graham is seeking a 4th term in office. He has been the U.S. Senator for South Carolina for the last 18 years. Before becoming Senator, he served 4 terms in the U.S. House of Representatives. All together, he has a combined 28 years in the U.S. Congress. Sen. Graham has served the state of South Carolina for a long time. However, I believe, like many others, that it's time for Sen. Graham to come back home and give someone else a chance to serve the citizens of South Carolina.

For what purpose exactly? Congress makes laws. It does not enforce those laws. A Congressional “hearing” is for the purpose of Congress investigating a matter for which Congress may pass a law.
