It's not uncommon to see comments like that in code. Usually is a failsafe that will never be reached, but there just in case.

“This shouldn’t happen” tells me it probably did happen but they don’t know why.

I was thinking to add that caveat on my comment, but declined to. My favorite is to see "not sure why we need this, but it makes the compiler happy"
