Director Comey affirmed that he is proceeding "by the book" as it relates to law enforcement. From a national security perspective, Comey said he does have some concerns that incoming NSA Flynn is speaking frequently with Russian Ambassador Kislyak. Comey said that could be an issue as it relates to sharing sensitive information. President Obama asked if Comey was saying that the NSC should not pass sensitive information related to Russia to Flynn. Comey replied "potentially." He added that he has no indication thus far that Flynn has passed classified information to Kislyak, but he noted that "the level of communication is unusual."

What exactly about two public figures seen with each other, and the FBI noticed but has no cause for investigation would cause "exceptionally grave damage"?! BS, should never have even been redacted or marked in the first place.
Obama expelled Russian diplomats and imposed sanctions on Russia while Flynn was in Dominican Republic on vacation. Obama then asks for intercepts of all Russian Ambassador's phone calls to Dominican (not technically spying on US soil). Because wouldn't the Ambassador call the incoming admin to find out if there will be an escalation of sanctions, or potential relaxing of sanctions?

Flynn, at that point, had a government phone as part of the transition. Of course he knew that he was going to be surveilled. He wasn't hiding anything.
