Cuomo knew all along he was lying about the states status.

If you believe what you say is his rationale why weren't the emergency facilities utilized?

If you believe your premise why would Cuomo send COVID + patients there before the hospitals were at full capacity? Why not wait to make that difficult decision if it ever came to that?
