We need an EO, a law, a supreme court ruling, a law allowing us to physically remove tyrant governors without federal intervention, and probably a solid review of the constitution taught to every single grade in school every damn year so people have it beat into their heads.

I'm sure he's just waiting till after the election to do anything. If he decides to force all the states to open and it goes bad he could lose votes. But if he waits till after he'll be able to open everything without risking the election
