Drive home that the responsibility lies with the mayors / governors first. I think this would be an effective rebuttal to Twitter's constant promotion of Trump's 100k deaths whereas the responsibility really needs to be shifted to de Blasio, Cuomo, and these other "leaders" that didn't act in time, acted irresponsibly, and / or are shifting blame to the federal government.
