If first arrests were ELECTED POLITICIANS with significant voter support, with millions who deeply love them (like Foebama or Biden or Clinton), the tidal wave of "OMG this is obviously political" could sink the boat. It would look even to many Republicans as if Trump were merely using the DOJ as a tool to get even with political foes and win the election. And boy would MSM sell it that way.
If instead the first arrests are top-level bureaucrats who were unelected, so people feel no emotional connection to them (like Clapper, Brennan, Corney, Page, Sztrok, McCabe, etc.), then people will instead see their faith in our system of justice gradually being restored. It will whet their appetite for more. Then, when some of these criminals inevitably crack and start narking on the muckety-fucks, the public will be READY for it, EXPECTING it, and will not be able to logically write it off as purely political.
If Trump were to nail the TIPPY TOP fucks before the election, it could cost him a second term for the reasons outlined above.
