We call the various govt agencies alphabet soup, and Google calls itself Alphabet Inc.

You still have to load the app.

The addition to the operating system is an API. My understanding is the API only uses the phone's unique Blutooth ID. It does not provide identity or location. It actually blocks the apps access to that data.

Now not every app will use the API provided by IOS and Droid. But those that do not use the API will be even more intrusive.

Do not under any circumstance load the app.

Also can look into jail breaking the phone.

The article clearly talks about location pings and several different non app ways to gather the data. Even with GPS and location turned off by the user, this information can be gathered. I was on a jury in 2007 or so that convicted a murderer in part by cell phone location data garnered solely from tower pings.
