You have a better suggestion? Sue, win the ruling, refuse and money beyond recouping costs. We need the government to KNOW they can't successfully abuse the populace as they are at the moment.
A $30 million ruling against a county/city dictator would - get them out of office - and make the news so everybody knows what the verdict was. Then take out your costs, leave the rest in the government coffers - and you've done something worthwhile.
No, but I know the 9/11 story of the Marine who swiped the flag off a boat on the Hudson River near the WTC and brought it over to "the pile" so they could raise it - and the camera guy got the lucky/great Iwo Jima style photo of them. Almost ran into a soot covered Mayor Guilliani that day, missed him on the streets of Tribeca by a few minutes. I don't like lawyers, but it's the only way certain things seem to get done.
