Without saying too much, I was involved in building these hospitals. The lighting alone cost a couple million dollars and they also installed a fiber infrastructure and emergency power. The manufacturers walked away like bandits and the contractors pocket 10+ million after the overinflated labor prices. ALL of NYC construction is a giant, disgusting racket.
I'd be willing to bet that somebody pocketed 20 million of that 21 mill.
