That video-still of the highest concentration of boats, has 40 boats in it. There is not 5x that many boats out there.
Most of those boats have 3 people on board. For every boat with 4 or more, there are equally 2 or 1. Less than ONE thousand people. Thus, NOT THOUSANDS. You would need 400 boats to have the potential of THOUSANDS of people.
