could also show that less symptomatic people are finally becoming able to be tested as availability is increased

Yes the number of tests has skyrocketed but the # number of new cases was relatively flat and has started falling so I think it's a good sign.

Yes it does seem cases are dropping, I was just questioning if this was the best graph to illustrate that given that there are multiple variables involved and not just a graph of number of new cases. Either way it does seem that whether or not a state locks down has little effect on the course of sars2
