No, the issue isn't the tracking. The issue is the service is enabled and can't be disabled unless you install the software. It's a contact tracing prep.
I'm checking out an Android device now to see what this is. It is easy to find for me: Settings/Google in the Services Heading is a poorly titled service called COVID-19 Exposure Notifications. What it really is, is using GPS and BlueTooth as a form of contact tracing using an app from a regions public health authority. Guess what, turning it off is grayed out until that regional tracking software is installed.

It's likely already been there. All the update probably did was make it unhidden because they're trying to normalize it.

It's under settings>google it is called Covid-19 Exposure Notifications (for Android)

You currently need a government provided exposure app to utilize the feature. At least that's what the documentation says. For now.
