DDoS (Distributed Denial of Service) attacks work by flooding a website with thousands of requests per second from a thousand different computers (usually a "bot": someone's personal computer infected and controlled by a virus). The level of sudden traffic normally causes the processor in the target webserver to "spike" (overload) which often brings the entire server to a screeching halt.
CloudFlare intercepts the request to access the website and introduces a few second delay before allowing it to continue. If you are a human, this is a minor inconvenience, since you can read the message to know you will reach the destination in a few second and just wait it out.
But if you are a bot, your request has failed, so you immediately abort and retry. That request fails, so you abort and retry. The attackers assume their plan is working because their requests are not going through when really their attacks are not even landing.
Even if the attackers are designed to know what CloudFlare is and wait out the timer to complete the request... they have been delayed by several seconds, which staggers their attacks enough that most modern web servers can easily handle the load. CloudFlare can also vary the amount of time each request is delayed to ensure a more steady and manageable load.
