I don't think most of this is due to store policies. Just like most stores didn't shut down because it was store policy. It's presented like a health dept. regulation or some such thing.
Whole Foods wouldn't bake a birthday cake for my wife because I didn't give them 48 hour notice. I didn't sue. I went to another grocery store who is more responsive.
