The shooter had multiple run ins with police but broward county had implemented some program to keep youth out of jail. This program tied back to the Martin case showing before he was shot police had found items reported missing in a burglary in Martins locker. This was found through a foia request so it wasn’t subjective reporting but basically had they arrested him he’d likely not have been shot days later.
