then preliminary tests get done very quickly and you update based on new information.

then you get more thorough tests done some time later, and update again.

this doesn't have to be any funny business. the above process is completely expected. don't probably expect to be wrong every step of the way and have to keep changing, but whether its bad luck or incompetence, updating based on better information is a good thing
