How many people does it take for that "Pre-sorting" to involve "This bucket is precinct 101, R" and "This bucket is precinct 101,D" . Note ... no "crime" yet. Nothing to "prosecute".
One bucket can simply be "Forgotten" - there was an article involving a lawsuit about that this week.
One bucket can "just" go through the stamping machine a day late.
If you need to do more, well, you have a set of signed envelopes that you already suspect are not for your guy.
