The Post Office does not have "Two election watchers from opposing parties" for the two months. (Most times, each precinct struggles to get two just for the one day.)

What it has, instead, is vast supply of programmable machines designed to sort based on what's on the outside of the envelope. Return Ballots , at least here in Washington State, have your name, signature, precinct, and other codes on the outside .

Elections asks the Post Office for "Pre Sorting" - based on what's on there.

How many people does it take for that "Pre-sorting" to involve "This bucket is precinct 101, R" and "This bucket is precinct 101,D" . Note ... no "crime" yet. Nothing to "prosecute".

  1. One bucket can simply be "Forgotten" - there was an article involving a lawsuit about that this week.

  2. One bucket can "just" go through the stamping machine a day late.

  3. If you need to do more, well, you have a set of signed envelopes that you already suspect are not for your guy.

They lost in NC by winning doing just that. The problem is the Republicans harvest registered voters that are alive citizens with one vote to give.
