I have two theories why East Asia is so much higher than Western Europe.

These East Asian societies are extremely aggressively selecting intelligence for dating preferences, more so than Western society. A reasonable hypothesis is that in China, for example, if a male scores well on a critical placement test, they will be given all kinds of privileges and opportunities which will guarantee success, thus increasing mating odds.
I think that 2 is very plausible, but there might also be some elements of 1 there too. It seems, though, that you can have a high IQ and still be extremely ignorant if your access to the truth is suppressed.

The third, and most prominent factor is that there was selection pressure for higher IQ in regions that were harsher to live in. Colder climates with less abundant food. Over time lower IQ individuals did not reproduce as much as higher IQ individuals did.

IQ test most accurately for academic apptitude which doesnt involve more novel creativity based functions or tspacial dimensional visual processing which many suspect plays a role in genius as some people are able to visualise abstract Ideas and thus harness the massive horsepower of that part of the Brain...
