In other words, the United States is home to some 400,000 potential spies from China.”
I'm pretty sure I worked next to some Chinese inflitrators at my tech jobs.
One of them could barely speak English but I was told by my Chinese boss to teach her everything I know. So I taught her how to stand on her own two feet, challenge and reject authority, verify facts for oneself, and do what is right no matter what.
Then I was told never to talk to her again by the same.
Yuri Bezmenov pointed out that he knew that if he didn't defect to the right people in the US, they would send him back or worse. The US government, elements of it, are actively working for our enemies. We need to accept this fact. Then we need to purge the government.

There is, in some ways, nothing wrong with foreign students attending universities. If they pay a lot more, if they don't take a spot away from a local, if they are from a friendly country, if they attend class and then go back to their own country.
Of course, none of that happens. As well as access to spies, it is providing access to backdoor citizenship and voting rights. Before deporting the foreign students who are sleeper cells, make sure you arrest all those at the universities collaborating with them.
Yes, some of them are not spies. That's why SOME are staying and SOME are getting expelled and hopefully deported. Most Chinese spy collaborators aren't here, they're back in China.
IP theft is a huge problem. Universities can do without the extra money from foreign students paying high tuition. I would much rather remove too many than too few. We should have started doing this a long time ago.

Then there are some trying to escape an authoritarian regime.
