Thing is. Most City Police barely have the manpower to keep a lid on crime and violence in a city to start with. Typically when responding to riots the strategy is to break it quick and fast. The longer you delay the bigger crowds will get and the harder it is.
So one possible reason is the police no longer have the manpower to contain it and are waiting on State Troopers and National Guard.
Or alternatively. They’ve been ordered to stand down again.

I see a lot of Targets and other stores simply choosing not to re-build.
That said, the cops, at some point, have to put a stop to this looting.

I vote the cops pull back 10 miles, announce they will not respond to ANY crime within that 10 miles and let the Democrating begin.

The cops either have lost control, or aren't willing to use violence to maintain the peace. The rioters are.
Therefore, de facto, the joggers run Minneapolis. And situations like this are showing them they do.
