Whether or not you, if you do opt to restrain someone then you have to make sure they can breath even more so if by the neck.
In this case both the victim and a bi-stander make it clear there's a problem and the cop completely ignores it. There's no excuse for that even if people often say that when it's not true. You can't adhere to the boy who cried wolf. Imagine one person makes a fake report to 911 reporting respiratory distress so the operator dismisses all subsequent calls, it doesn't work like that.
It's possible the restraint was excessive in the first place but what I've seen in the video that's not the fatal mistake.
After being informed multiple times the officer does bugger all to check and readjust. After the victim appears to pass out he doesn't seem to even notice for quite sometime. It looks to me as well like he's putting his full weight or a lot of it which you can't not be conscious off.

I didn't say it wasn't a factor, but police are supposed protect and serve. It sounds ridiculous to say we tried to get him in the car for ten minutes and we couldn't so we strangled him for eight. And not being able to get him in the car seems to be that he was just falling on the ground not wanting to get in. if this guy was running around with a machete that's one thing. I support police but I've seen enough of them on a power trip over minor shit to know it's a bad thing. for everyone.
I am not defending the actions of the cops in this, but have you fought someone non stop for ten mins? It will exhaust you very quickly. UFC fights are 3 five min rounds with a one min break in-between, I have seen people gas out in the first round.

Dude, it's cops versus one single man. It wasn't a street fight, it was the guy being resistant to getting into a car for ten minutes. I work in direct care for the mentally retarded and have to routinely do takedowns on our more violent men. Sometimes, I've held someone down for twenty minutes (our policy to only hold for no longer than twenty minutes), let them back up only for them to act violent towards me again, back to the ground. Longest time I've gone thru these twenty minute cycles for is a straight two and a half hours.
