My concern is that its not really under attack and the onerous capcha is meant to keep people from getting here.
Within the cloudflare settings, there are many settings and rules you could specify which determines how aggressively the service tests visitors.
They also provide firewall and traffic analytics, so perhaps .win devs see something in there that warrants the more aggressive approach.
