there should be a federal law, looters get no bail, they MUST appear in person for court date, hefty fine that if they cant pay off, they must work off somehow, (not doing crap like community service or like Jussie, showing up for a one hour "dont be a bad kid" session and bail) and a mandatory 5 year minimum sentence in a maximum security prison with no chance of parole, or time off for "good behavior".
