I don't really know much about how these two men have done their jobs to date, but just from the handful of TV appearances I've seen, Walz seems like he has a normal level of general competence. Frey seriously seems like he needs inpatient psychiatric care urgently. It's like he's just not coping emotionally at all, and is in a state of confused despair.
