He's not talking about the rioters. There are a ton of black dem voters who are self respecting decent people, they arent out on the streets right now. They vote dem because the have grown up hearibg that R's hate them etc. But as their communities are being burned down, the only person seeming to take positive action is not a dem meanwhile the dems are at best silent about the violence, and at worst encouraging it.
