The Democrat ring leaders have most likely passed down orders to the Communists on the streets to target houres. So they can be removed without any questions being asked.

Oh of course. Here's a screenshot of a Facebook post from Albany where ANTIFA tried to light the horses on fire using Molotov cocktails. They've definitively received some sort of directive to go after the horses. Probably because, as you mentioned, the mounted-unit is very effective at crowd control.
