The 240 rounds in my tac vest would last me about 55 seconds on "fully semi auto", including the 8 reloads.
I prefer to use a tactic I call "fire for effect"... put 2 or 3 rounds on 2 or 3 targets downrange, then give the other 17 to 28 targets a moment to reflect before continuing.
This would be so effective. These rioters aren't zombies, they're (cowardly, selfish, ignorant) people. They still fear for their lives. Once they see a few drop, they won't even stop to think -- they'll just turn around.
I still struggle to understand the herd mentality that causes people to act like crazed animals, but as you say there's a definite difference between "riot" (feeling really invincible) and "panic", as in "holy sheet; that guy doing what I'm doing just got dead!"
